The Board of Equalization assists in the administration of property tax, providing an impartial citizen forum for property owners. If a property owner disputes the assessed value of property, the Board of Equalization will hear the property owner's appeal and make a decision. The service is free. Hearings are held on an individual basis consistent with property tax policies established by law.
To appeal the Assessor's valuation of property, citizens must file a complete appeal petition form with the Kittitas County Board of Equalization by July 1 of the current assessment year, or within 30 days of when the last Notice of Value was mailed by the Assessor, whichever date is later.
If you are providing additional information, it must be submitted at least TWENTY-ONE (21) BUSINESS DAYS in advance of the hearing date, for it to be admitted as evidence. Your evidence must be submitted to both the Board of Equalization, 411 N Ruby Suite #2, Ellensburg, WA 98926, and the Assessor’s Office, room 101. If done by paper, please print 2 copies, one to be delivered to the BOE and one for the Assessor’s Office. If providing evidence via email, please also CC’ assessoradmin@co.kittitas.wa.us, both parties must receive the evidence by the deadline to be considered timely evidence.

Should you contact the County Assessor's Office first? Yes, you are encouraged to contact the County Assessor's Office to review your revaluation any time you have a question regarding your property value. Property owners can often settle disagreements at this level without continuing the appeal process. If, after talking with the Assessor's Office staff, you feel that you need to continue the process you need to timely file a petition with the Kittitas County Board of Equalization. When is the deadline for filing? The deadline for filing is either July 1 of the assessment year or within 30 days of when the value notice was mailed by the Assessor's Office, whichever date is later. If you mail your petition, it must be postmarked by midnight of the deadline. When do I receive a Notice of Value? Beginning in 2013, the County Assessor will review all property values each year as required by Washington State, however, property values will only change when market conditions warrant. Value Notices will show the appraised value of land and improvements. It will also state the date the notice was mailed. When will I have a hearing? The Clerk of the Kittitas County Board of Equalization will notify you of the location, date, and time of your scheduled hearing by mail about 3-6 weeks after submitting a complete appeal petition. Holding the Hearing Hearings are 30 minutes. Appellants have 10 minutes to present their case. The Assessor will receive equal time. The last 10 minutes are reserved for Board questions and deliberation. If you plan to submit documentary evidence, such as appraisals, maps, pictures, letters, etc., which support your estimate of value, that evidence must be submitted to both parties no fewer than twenty-one(21) business days before the scheduled hearing date.
