I wanted to take a moment to comment on the proposed rule. The Court may have a thought on where I might be coming from,
but I wanted to articulate the position that I think my DPA PK Royalty has been advocating.
Having certified records of the WSDOT electronic signs for varying speed areas and equipment requirements, such as chains in winter,
will facilitate contested violations the same way that having certified records of speed measuring devices on file with the court does now.
Attorneys will be able to research what was posted at the time of the violation in advance of any contested hearing, and be better able to advise their
clients of potential resolutions of their case before going to court. This will better serve the public, the defense, the court, and the State, and provide more efficient due process.
