Notice of request for proposals for Kittitas County Department of Public Works Bridge Maintenance Repairs 2021-2023.

REQUEST FOR PROPOSALS:

Kittitas County Department of Public Works Bridge Maintenance Repairs 2021 – 2023

All submittals received after Friday April 23, 2021 at 5:00 pm local time will be discarded

PURPOSE:

Kittitas County Department of Public Works has a need to supplement our road maintenance capabilities with contractors experienced in providing bridge maintenance support. We will be increasing our efforts to implement needed maintenance repairs identified in our annual bridge inspection program, specifically, extra support is needed related to grout and concrete repairs of the bridge structures.

SCOPE OF PROJECT:

Public Works is interested in developing a roster of contractors capable of performing grout and concrete repairs on bridges identified with deficiencies. We are requesting responders provide the following:

  • Equipment and operator experience and availability.
  • Hourly operator/labor rates.
  • Hourly equipment rental rates.
  • Grout injection equipment, methods, and bridge maintenance experience.
  • Experience placing protective materials under structures to prevent scour
  • Experience preparing traffic control plans and performing traffic control per MUTCD standards
  • Experience planning, installing, and removing temporary stream diversions
  • Experience complying with WDFW permit conditions
  • Ability to complete work in a timely manner.

We anticipate placing up to three contractors on an on-call list for small projects with this solicitation under professional service agreements utilizing individual task orders for each bridge repair. Responders will be evaluated against one another based on the review and rating of the requested information above. 

A review team within Public Works will review each submittal based on the scoring criteria provided below:

  1. Equipment operator and experience and availability:  10 points
  2. Hourly operator/labor rates, 10 points.
  3. Hourly equipment rental rates, 10 points.
  4. Grout injection equipment, methods, and bridge maintenance experience, 20 points.
  5. Experience placing protective materials under structures to prevent scour, 20 points.
  6. Experience preparing traffic control plans and performing traffic control per MUTCD standards, 10- points.
  7. Experience planning, installing, and removing temporary stream diversions, 20 points.
  8. Experience complying with WDFW permit conditions, 20 points.
  9. Ability to complete work in a timely manner, 20 points.

Responders are encouraged to address each item listed in the scoring criteria above in their response to this solicitation.  Each project site will have its own schedule based on type of waterway, permitting and/or various other constraints.  Kittitas County will secure all required permits from various permitting agencies.

PROCEDURES FOR SUBMITTAL:

If you wish to be considered for work under this Request for Proposal, you must be a registered consultant on the Municipal Research and Service Center of Washington – Shared Small Works and Consultant Roster (www.mrscroster.org).

Please complete the requested response, in ten single sided pages or less, and deliver it to the Department of Public Works, 411 North Ruby Suite 1, Ellensburg, WA 98926 by 5:00PM local time April 23, 2021. Submit a sealed envelope to Darren Case, Construction Manager, “Attention Bridge Maintenance Repairs 2021-2023”, 411 N. Ruby St. Suite 1, Ellensburg, WA 98926. Submittals shall include four (4) copies of your proposal for service. The response shall be limited to a maximum of ten pages single sided, 12-point font, to ensure a timely and fair review process.  The ten-page limit will include any graphics or supplemental material less any cover/transmittal letter.

For your records, the County will provide a confirmation email to the contacts provided in the submittal confirming receipt of your interest in the proposal. Submittals received after April 23, 2021 will be disregarded.

The County reserves the right to reject one or more submittals.

SELECTION PROCESS AND PROPOSED SCHEDULE:

Kittitas County’s selection will be based on the review and ranking of qualifications submitted. The submittals will be evaluated by a Public Works review committee. Public Works anticipates making awards for service by May 19, 2021.

Kittitas County, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement,

disadvantaged business enterprises and airport concession disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The above noted schedule is tentative and may be changed based on the number of proposals submitted. Proposals will be evaluated immediately with final selection targeted for mid­ May 2021.

AGREEMENT OF SERVICES:

The selected contractor(s) will be expected to enter into a standard Professional Services

Agreement with the County. Insurance requirements are included in that agreement. The contract period shall be 06/2021 through 12/2023.

WAGE RATES:

Current Washington State Prevailing Wages shall apply. Washington State L & I Intent to Pay Prevailing Wage, Affidavit of Wages Paid, and Certified Payroll Reports are required for payment.

Kittitas County reserves the right to accept or reject one or more proposals or any items or part thereof or to waive any information or irregularities in the proposals. Kittitas County shall have the sole discretion to determine the most responsible proposal.

Kittitas County shall evaluate statements of qualifications and performance data submitted by firms regarding the proposed project. Following the evaluation, the county may invite one or more firms to meet with county officials to discuss the project and the relative benefits of various methods of providing the desired services. The county then selects from among those firms the one "most highly qualified" to provide the required services. County procedures and guidelines are to include a plan to ensure that women, minority, and veteran-owned firms have the maximum opportunity to compete for the contract. The level of firm participation should be consistent with their availability within the relevant professional community.

After choosing the most qualified firm, the county then negotiates with that firm for a contract at a price the county determines is fair and reasonable, considering the estimated value of the services to be rendered, as well as the scope and complexity of the project. If a satisfactory contract cannot be negotiated, the county formally terminates the negotiations with that firm and attempts to negotiate a contract with the next most qualified firm. The process continues until an agreement is reached or the search is terminated.

In emergency situations, the process outlined above for procuring services maybe dispensed with upon a finding by the county that an emergency requires the immediate execution of the work involved.

All submittals shall become the property of Kittitas County.

Kittitas County reserves the right to reject all submittals and re-advertise if necessary.
