The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) proposes to provide funding to Kittitas County for construction of Search and Rescue Facility. Federal funding, which is locally matched, would be provided through the Emergency Operation Center Grant Program as authorized by Section 614 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5196c) as amended by section 202 of the Implementing Recommendations of the 9/11 Commission Act of 2007 Pursuant to the National Environmental Policy Act (NEPA) of 1969 and FEMA’s implementing regulations found in 44 Code of Federal Regulations (CFR) Part 10, FEMA prepared a nationwide Programmatic Environmental Assessment (PEA) and issued a Finding of No Significant Impact (FONSI) in July 2010 that encompasses projects as described above. The PEA and FONSI are available online at the FEMA environmental web site at: https://www.fema.gov/sites/default/files/documents/fema_nationwide-pea-signed-fonsi_07062010.pdf. The proposed action is located at MP 1.23 Airport Rd, Cle Elum, WA and includes site grading, installation of utilities, and construction of a 10,300 square foot building for regional facility housing Kittitas County Search and Rescue along with a future Emergency Operations Center. The proposed action meets the parameters for PEA Alternative 2: New Construction, and site specific environmental review has determined that project effects are consistent with those outlined in the PEA.
