Planning Commission to Conduct Public Hearing to Consider Proposed Solar Regulations and Maximum Lot Coverage in Urban Growth Areas

Kittitas County, WA - 05/07/2018 - The Kittitas County Planning Commission will conduct a public hearing at 6:30 pm on May 22, 2018 in the Kittitas County Event Center Auditorium, 901 E. 7th Avenue, Ellensburg, Washington, to consider proposed development regulations for Solar Power Production Facilities and changes to the maximum lot coverage in Urban Growth Areas.

Kittitas County currently has a moratorium on accepting applications for solar facilities that qualify as Major Alternative Energy Facilities per Kittitas County Code.  A citizen’s advisory committee has met several times over the last nine months and conducted one community open house in order to develop proposed standards and criteria for placement of these facilities.  The maximum lot coverage in Urban Growth Areas for the Residential and Urban Residential zones is proposed to be changed from 30% to match the maximum lot coverage standards allowed in the associated City’s regulations for the associated land use zone.
At the public hearing, staff will present the proposed regulations, which include a new section of Kittitas County Code, Section 17.61, Solar Power Production Facilities, as well as a proposed Solar Power Production Facilities Overlay Map. The maximum lot coverage in Urban Growth Areas affects Kittitas County Code, Sections 17.11, 17.16, and 17.22.  The Planning Commission will consider public testimony, and will then deliberate and make a recommendation to the Kittitas County Board of Commissioners.
