Call for sealed bids for the Vantage Highway Pavement and Guardrail Replacement Project.

This call for sealed bids is for the Vantage Highway Pavement and Guardrail Replacement Project. Bids are due by Thursday, May 20, 2021 at 10:00 am, at which time bids will no longer be accepted.

Sealed bids will be received by the Kittitas County Public Works, at the reception desk located at 411 North Ruby Street, Suite 1, Ellensburg, Washington until 10:00 AM on Thursday, May 20, 2021 and will then and there be opened and publicly read for the construction of the Vantage Highway Pavement and Guardrail Replacement Project.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance and payment bonds within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Kittitas County Public Works.

The right is reserved to reject any and all bids and to waiver informalities in the bidding.

The Kittitas County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally- Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

This project has a DBE Goal of 11%.

The improvement for which bids will be received is described below:

The Work to be performed within 60 (sixty) working days from the date of Notice to Proceed consists of furnishing all materials, equipment, tools, labor, and other work or items incidental thereto for:

This Contract provides for resurfacing the entire length of the project, approximately 6.26 miles of Vantage Highway with fiber reinforced HMA and a pre-level layer on approximately

4.4 miles of Vantage Highway as shown on the plans. The project will remove all existing guardrail within the project limits and construct new guardrail and shoulder grading, and a structural earth wall. Additional items of work include, but are not limited to, new guideposts, permanent signage, pavement marking, two driveway aprons, and removal of structures and obstructions, all in accordance with the attached Contract Plans, Contract Provisions, and the Standard Specifications.

Special Considerations: The WSDOT I-90 Stevens Road to Vantage Paving Project is scheduled for early summer 2021 construction. To avoid overlapping project schedules, the first working day for this project shall be no earlier than July 6, 2021 and no later than August 2, 2021.

Engineer’s estimated range for the project is $3.9-$4.3 Million.
