CAPITAL PROJECT for HOMELESS UNITS

Homelessness and Affordable Housing Funding

The Kittitas County Homelessness and Affordable Housing Committee (HAHC) is seeking grant applications to address local homelessness and affordable housing priorities. The Kittitas HAHC is soliciting applications to address the issues presented by homelessness and affordable housing in Kittitas County and the Strategic Objectives outlined under Objective 4 of the Kittitas County Homeless and Affordable Housing Plan updated in December 2019.

The Kittitas HAHC analyzed the needs of people experiencing homelessness in Kittitas County by reviewing the Homeless Point in Time count data, Homeless Management Information System data, results from a survey of community members and housing providers, a survey of people experiencing homelessness, and meetings with elected officials. The goal in Kittitas County now is to make homelessness rare, brief, and a one-time event. Until the underlying social issues that lead people to become homeless are addressed, The Plan is to prevent homelessness whenever possible and help people quickly regain stable housing and overcome their barriers to sustaining that housing.

Actions outlined in the Strategic Objectives Matrices Section of the plan are intended to address homelessness by promoting a continuum of housing and support services that augment individual and family stability, resiliency, and economic independence.

Eligibility: Eligible applicants consist of local nonprofit housing providers and nonprofit organizations, State and local governments, instrumentalities of local governments, and public housing agencies. Priority is given to applicants who propose to target services to individuals who are chronically homeless, literally homeless or at risk of homelessness, seniors or disabled, as well as those with prior experience delivering services to the target population. Shovel-ready projects will be given the highest priority.

Length of Awards: Reimbursable grant, the project must be completed within 24 months of award, unless otherwise authorized by the Board of County Commissioners.

Available Funding for Awards: The amount available for this award period is approximately $400,000.00.

Anticipated Number of Awards: It is anticipated that Kittitas County HAHC will have funding available for 1-2 new awards.

Grant Applications: Grant Applications will be released on Wednesday, April 7th, 2021 and the deadline submission is Friday, May 14th, 2021 at 4:00 pm. The NOFA will be available on the County website, www.co.kittitas.wa.us, and/or by contacting the HAHC Clerk, Taylor Crouch at (509)-962-7508 or taylor.crouch@co.kittitas.wa.us.
