Call for sealed bids for Weihl Road Improvements.

INVITATION TO BID

KITTITAS COUNTY – WEIHL ROAD IMPROVEMENTS

KITTITAS COUNTY ELLENSBURG, WASHINGTON

Sealed bids will be received by the Kittitas County Public Works, at the reception desk located at 411 North Ruby Street, Suite 1, Ellensburg, Washington until 2:00 PM on June 20, 2019 and will then and there be opened and publicly read for the construction of the Weihl Road Improvements Project.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance and payment bonds within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Kittitas County Public Works.

The right is reserved to reject any and all bids and to waiver informalities in the bidding.

The Kittitas County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response  to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

The improvement for which bids will be received is described below:

The Work to be performed within 50 (fifty) working days from the date of Notice to Proceed consists of furnishing all materials, equipment, tools, labor, and other work or items incidental thereto for:

This Contract provides for improvements to Weihl Road from Red Bridge Road to Loping Lane. The project consists of regrading and paving Weihl Road and roadway approaches, constructing guardrail, culverts, permanent signage, design and construction of structural earth walls and other work, all in accordance with the attached Contract Plans, Contract Provisions, and the Standard Specifications.

Engineer’s estimated range for the project is $807,000-$893,000.

All bids shall be submitted under sealed cover before the time set for the opening of bids. (RCW 36.77.020) No bids shall be accepted after that time.

At the time and place fixed in the call for bids, such bids as have been submitted shall be publicly opened and read and after being opened, shall be filed for public inspection. All bid submittals shall become the property of Kittitas County. No bid may be considered unless it is accompanied by a bid deposit in the form of a surety bond, cash, cashier's check, or certified check in an amount equal to five percent of the amount of the bid proposed. (RCW 36.77.030)

The board shall proceed to award the contract to the lowest and best bidder but may reject any or all bids and re-advertise the project, if in its opinion good cause exists therefor. The board shall require from the successful bidder a contractor's bond in the amount and with the conditions imposed by law. Should the bidder to whom the contract is awarded fail to enter into the contract and furnish the contractor's bond as required within ten days after notice of the award, exclusive of the day of notice, the amount of the bid deposit shall be forfeited to the county and placed in the county road fund and the contract awarded to the next lowest and best bidder. A low bidder who claims error and fails to enter into a contract is prohibited from bidding on the same project if a second or subsequent call for bids is made for the project. The bid deposit of all unsuccessful bidders shall be returned after the contract is awarded and the required contractor's bond given by the successful bidder is accepted by the board. (RCW 36.77.040)
