Call for sealed bids for Teanaway Road Hydraulic Improvements Phase 1: Story Creek Culvert Replacement Project

INVITATION TO BID

KITTITAS COUNTY TEANAWAY ROAD HYDRAULIC IMPROVEMENTS PHASE 1: STORY CREEK CULVERT REPLACEMENT

KITTITAS COUNTY ELLENSBURG, WASHINGTON

Sealed bids will be received by the Kittitas County Public Works, at the reception desk located  at 411 North Ruby Street, Suite 1, Ellensburg, Washington until 10:00 AM on June 6, 2019 and will then and there be opened and publicly read for the construction of the improvements.

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance and payment bonds within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Kittitas County Public Works.

The right is reserved to reject any and all bids and to waiver informalities in the bidding.

The Kittitas County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.

The improvement for which bids will be received is described below:

This Contract provides for the improvement of Teanaway Road, in the vicinity of MP 6.91 at its crossing of Story Creek, by replacing an existing concrete box culvert structure, reconstructing the roadway approaching and over the proposed structure, stream restoration, temporary stream diversion, installing a temporary bypass roadway and bridge structure, temporary erosion control, traffic control and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications.

 

The Kittitas County in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

All bids shall be in writing, shall be filed with the clerk, shall be opened and read in public at the time and place named therefor in the advertisements, and after being opened, shall be filed for public inspection. No bid may be considered for public work unless it is accompanied by a bid deposit in the form of a surety bond, postal money order, cash, cashier's check, or certified check in an amount equal to five percent of the amount of the bid proposed. The contract for the public work shall be awarded to the lowest responsible bidder. Any or all bids may be rejected for good cause and Kittitas County reserves the right to re-advertise if necessary. All bid submittals shall become the property of Kittitas County.

The county legislative authority shall require from the successful bidder for such public work a contractor's bond in the amount and with the conditions imposed by law. If the bidder to whom the contract is awarded fails to enter into the contract and furnish the contractor's bond as required within ten days after notice of the award, exclusive of the day of notice, the amount of the bid deposit shall be forfeited to the county and the contract awarded to the next lowest and best bidder. A low bidder who claims error and fails to enter into a contract is prohibited from bidding on the same project if a second or subsequent call for bids is made for the project. The bid deposit of all unsuccessful bidders shall be returned after the contract is awarded and the required contractor's bond given by the successful bidder is accepted by the county legislative authority.
