Request for Proposals for Towing Services

 

Kittitas County is seeking proposals for a Vehicle Towing Provider to remove vehicles parked on Kittitas County property in violation of KCC 10.06.

Proposals are being requested by the Board of County Commissioners (BOCC) of Kittitas County and details may be viewed on the Kittitas County website www.co.kittitas.wa.us.

All responses to this request must be mailed or hand-delivered to the Kittitas County Board of Commissioners at 205 W 5th Ave. Suite 108 Ellensburg WA., 98926, and must be received by 4:00 pm September 15, 2015. Responses delivered after the deadline will not be accepted. Kittitas County is not responsible for delays in delivery.

Sealed responses received by the BOCC Clerk of the Board will be opened the hour of 4:00 p.m., September 15, 2015 at the Kittitas County Board of Commissioners office 205 West 5th Avenue Room 108 Ellensburg, WA.

Kittitas County reserves the right to cancel this request or reject any and all responses submitted or to waive any minor formalities of this call if the best interest of the County would be served. The County shall not be responsible for any costs incurred by the firm in preparing, submitting, or presenting its response to the RFP.

Kittitas County has multiple parking lots surrounding the Courthouse and other facilities around the county. The parking lots on NW and SW corners of 6th Ave and Water Street Ellensburg were developed for the purpose of facilitating our citizens doing business at the Courthouse. Non-county vehicles left in the parking areas reduce the availability and convenience of spaces for the people doing business with the county. The Upper County District Court, Permit Center, and Public Health Buildings all have limited parking options. Therefore it is necessary to restrict the impact of vehicles that may be left in the county parking areas by people not doing business with the county. By eliminating overnight parking unless the vehicle is owned and licensed by the county or if the vehicle has a valid county issued parking permit for employees that leave their vehicles when they travel overnight parking availability is likely to be enhanced for the general public who have business to conduct with the county.

SCOPE OF WORK

Work under this contract will include, but not be limited to:

  1. Towing company will provide and install identifying warning signs that will inform people whom to contact in the event that their vehicle has been removed from county property.
  2. Towing company will respond within 4 hours when county employees identify vehicles to be removed from county property and towing company will hold said vehicle until the owner reclaims their property. All costs of removal and storage are to be borne by the vehicle owner.
  3. Towing company may be called to various locations in Kittitas County, usually Ellensburg and occasionally Cle Elum.
  4. Days of operation will typically be Monday through Friday but weekends and evenings are possible.
  5. Towing company will provide times for owners to retrieve their vehicles.
  6. Towing company may be called upon to assist with jump starts for public vehicles or other assistance as needed. Costs if any to be borne by the vehicle operator / owner.

Insurance

Towing company will present proof of insurance at time of signing of a Professional Services Contract with the county. Annually the towing company will submit to the Kittitas BOCC office current proof of insurance coverage. Insurance will name Kittitas County as additionally insured against all costs and claims of possible damage or actions by the towing company. Insurance shall be primary and non-contributing proof shall include the certificate and endorsements.

Reporting

The towing company shall submit a report annually on the number of calls to county parking lots, number of removed vehicles, and other assistance calls located on county parking properties to the Kittitas County Board of Commissioners.
