Kittitas County is seeking proposals for a consultant to assist Kittitas County in updating the current
Kittitas County Fairgrounds Master Plan.
Request for proposal packets may be examined at the Kittitas Valley Event Center, 512 N. Poplar,

Sealed responses will be received by the office staff at the Kittitas Valley Event center up to the hour of
5:00 p.m., Wednesday March 26th, 2014. Responses delivered later will not be accepted. Kittitas County
is not responsible for delays in delivery.
All responses to this request that are mailed through the United States Postal Service shall be addressed
to the Facilities Director, Kittitas County, 512 N. Poplar, Ellensburg WA 98926. Hand-delivered
responses, or responses not sent through USPS shall be delivered to the Kittitas Valley Event Center at
512 N. Poplar, Ellensburg, WA 98926
Kittitas County reserves the right to cancel this request or reject any and all responses submitted with
no penalty or to waive immaterial defects and minor irregularities in proposals. The County shall not
be responsible for any costs incurred by a respondent in preparing, submitting, or presenting its
response to this request for proposal.

After choosing the most qualified firm, the county then negotiates with that firm for a contract at a price the county determines is fair and reasonable, considering the estimated value of the services to be rendered, as well as the scope and complexity of the project. If a satisfactory contract cannot be negotiated, the county formally terminates the negotiations with that firm and attempts to negotiate a contract with the next most qualified firm. The process continues until an agreement is reached or the search is terminated.
In emergency situations, the process outlined above for procuring services maybe dispensed with upon a finding by the county that an emergency requires the immediate execution of the work involved.
All submittals shall become the property of Kittitas County.
