Engineering/Project DesignThe design of Public Works Projects is an important key to making transportation improvements a reality for the motoring public, or public facility improvements to improve efficiency of operations or better serve the public needs. The design phase of a project in the public works system basically takes a concept, and develops a plan, specifications, and estimate (PS&E) for these improvements. Other considerations are also addressed such as funding sources, environmental issues, Right-of-Way, acquisitions, and project schedule. Kittitas County Public Works design team performs in-house project design for basic improvement projects. For larger scale or more complex projects, engineering design consultants are contracted to perform these tasks under supervision of the County Engineer. Roadway Improvement ProjectsCooke Canyon RD - The new permanent bridge will arrive on August 29th, and will be placed by Morgan & Son Earthmoving, the low bidder for this phase of the project. County Crews are scheduled to do the final clean-up work on Cooke Canyon Road. Road will remain closed until final repairs are complete. Hanson /Cove /Umptanum Roads - Federal funding was authorized to repair the May flood damage to these roads. We are awaiting design funding to be approved. Environmental documentation is complete. Manastash Road - Manastash Road was severely damaged in the May flooding and will remain closed until further notice. The road is open to local traffic only, and the Forest Service road is also closed. More information on Forest Service road closures can be found at: http://www.co.kittitas.wa.us/notices/20110803-tan-man-fs-closures.pdf Kittitas Highway Phase 1 - Phase 1 will consist of project limits from Ellensburg to Kittitas, with water crossings and intersections completed. This project is in the design phase. Public meetings are tentatively planned for November, 2011, to get information on the project out to local area residents. Nelson Siding Road - An open house for the proposed Nelson Siding Road Improvement Project was held at Fire District #7 Station 73 off I-90 Exit 74 On June 2nd. It was well attended by approximately 80 people. The county is making efforts to keep all of the project residents aware and informed of this project's status, which is in the design and permitting stages. Environmental documentation is still being reviewed by Federal agencies. Annual Paint Striping - Paint striping is done, concluding with an August session after the Chip Sealing of County roads is complete. Industrial Park Street Improvements - Roads in the industrial park including Falcon, Elmview, Beech, Cessna, and Piper are improved by the installation of underground utilities in Phase 1 construction. Repairs to the road surfacing with Hot Mix Asphalt will be complete this year. Riverbottom RD / Jensen Levee Project - After the January , 2009 flooding event, it was decided that the best approach to maintaining flood control in the Riverbottom Road area was to convert a portion of Riverbottom Road to levee. This was partially complete in January, 2011 from approximately milepost 0.3 to the access point for the Jeffries Levee. 80% of the conversion project was funded by the US Army Corps of Engineers. The remainder of Riverbottom Road repair will be complete this fall. Repairs to Jeffries levee will commence this fall. The Jensen Levee will not be repaired. Bridges - The 2010 Bridge Inspection Report has been completed. Each year the County inspects approximately 50% of its bridges on an alternating basis in order to comply with the National Bridge Inspection Standards. Potential problems and maintenance issues are identified and documented during these inspections. City of Ellensburg bridges are complete for their 2011 schedule.
