Engineering/Project Design
The design of Public Works Projects is an important key to making transportation
improvements a reality for the motoring public, or public facility improvements to
improve efficiency of operations or better serve the public needs.
The design phase of a project in the public works system basically takes a
concept, and develops a plan, specifications, and estimate (PS&E) for these
improvements. Other considerations are also addressed such as funding sources,
environmental issues, Right-of-Way, acquisitions, and project schedule.
Kittitas County Public Works design team performs in-house project design
for basic improvement projects. For larger scale or more complex projects,
engineering design consultants are contracted to perform these tasks under
supervision of the County Engineer.
Roadway Improvement Projects
Annual Bridge Inspections- The 2010 annual inspection of
City bridges is complete. 2010 County Bridge inspections will resume after
irrigation water shut-off. See below for photos.
Ringer Loop Road - Work included repairs of existing damaged
pavement on Ringer Loop Road approximately .5 miles long at SITE 4 (MP 0.543 to
MP 1.039). The surfacing of this roadway at repair locations was constructed by
grading and compacting of in-place existing and import CSBC at required
locations as per WSDOT Standard Specifications section 4-04.3. HMA pavement was
placed by Columbia Asphalt in May. Columbia Asphalt was the low bidder
($78,331.50) in a Small Works Roster Call for Bids that were opened in February,
2010. The project was physically complete on May 18, 2010. See below for project

West Fork Teanaway Bridge (MP .796) - Western Engineering
Constructors, Inc. of Seattle is the contractor for this project. The project is
mostly complete and re-opened to traffic, with the new bridge in service.
Construction activities for completion began on May 10th. Completion is
anticipated in June 2010. See below for project photos.
Other Activity
Wind Farms - Public Works staff is involved in the
inspection of the construction of wind turbine bases and towers at the Wild
Horse Wind Farm off Vantage Highway, the Vantage Wind Farm also off Vantage
Highway, Desert Claim Wind Farm north of Upper Green Canyon Road, and Kittitas
Valley Wind Farm off Bettas and Hayward Roads.
County Parking Lot Improvements - Public Works is overseeing
improvements to parking areas at the County Fairgrounds, and to an
Administration Parking Lot near the County Courthouse.
Upper County Shop Facility - Construction of a new garage
building at the Upper County Shop in Cle Elum is another Public Works project.
The electrical work will be completed this Spring.
Morris-Sorenson Building - Public Works is involved in a
weatherization project at the building housing the County Health, Noxious Weed
and Extension Departments on Naneum Street in Ellensburg.
Armory Building - The County recently acquired the old
Armory Building near the County Fairgrounds in Ellensburg, and Public Works is
involved in potential improvements to this structure.
In Design
There are currently several projects in various phases of design engineering
on the drawing board. These include:
Industrial Park Street Improvements - Proposed for Roads in
the industrial park including Falcon, Elmview, Beech, Cessna, and Piper. This
project will include surfacing roads with Hot Mix Asphalt and addition of curbs,
gutters and sidewalks to improve the economic vitality of the industrial park.
This project is a collaborative effort as Kittitas County owns the right of way
and City of Ellensburg standards and design will apply.
Airport Utilities Infrastructure - Design work is under way
by USKH on consultant designed project, with construction anticipated for
September of 2010.
Cooke Canyon Road Bridge, Carroll Road Bridge, and Clemans Road
Bridge - these bridge replacements are on schedule with design work.
Construction is scheduled for summer of 2010.
