Engineering/Project Design

The design of Public Works Projects is an important key to making transportation improvements a reality for the motoring public, or public facility improvements to improve efficiency of operations or better serve the public needs.

The design phase of a project in the public works system basically takes a concept, and develops a plan, specifications, and estimate (PS&E) for these improvements. Other considerations are also addressed such as funding sources, environmental issues, Right-of-Way, acquisitions, and project schedule.

Kittitas County Public Works design team performs in-house project design for basic improvement projects. For larger scale or more complex projects, engineering design consultants are contracted to perform these tasks under supervision of the County Engineer.

Roadway Improvement Projects

Hazard Elimination Safety 2009 (ARRA) Guardrail - The County-wide guardrail installation project contractor was Peterson Brothers of Sumner, WA. This project included work on Thrall, Thorp Highway, and Cove Roads.

Annual Bridge Inspections - The 2009 inspections of City bridges have been completed. The annual inspection of County bridges has resumed after irrigation shut-off.

Charlton Road Bridge (MP 1.0) - This bridge replacement project was constructed by MRM Construction of Ellensburg. The new bridge is open to traffic with final completion.

West Fork Teanaway Bridge (MP .796) - Western Engineering Constructors, Inc. of Seattle is the contractor for this project. The project is mostly complete and re-opened to traffic, with the new bridge in service. Construction activities for completion are suspended for winter weather. Completion is anticipated in June 2010.

Yakima River Canyon Center, Phase 1 (ARRA) McCabe Park - This project is located at McCabe Park on Canyon Road south of Ellensburg and construction consisted of parking lot delineators, a new CTX restroom facility and gravel for the parking area. The project was done in conjunction with Washington State parks and the Kittitas Environmental Education Network (KEEN). Reecer Creek Excavating of Ellensburg was the contractor for this project.

In Design

There are currently several projects in various phases of design engineering on the drawing board. These include:

Industrial Park Street Improvements - are proposed for Roads in the industrial park including Falcon, Elmview, Beech, Cessna, and Piper. This project will include surfacing roads with Hot Mix Asphalt and addition of curbs, gutters and sidewalks to improve the economic vitality of the industrial park. Kittitas County owns the right of way and City of Ellensburg standards and design will apply.

Nelson Siding Road Improvements (MP 0.00 to MP 4.49) - This project is consultant designed by David Evans & Associates. This 2 phase project is expected to go out for advertisement in April, 2010 with construction activities including utility relocations, Erosion Control, and Clear & Grub which will begin in June, 2010. The roadway improvements will go to advertisement for bids in the Spring of 2011.

Big Creek / Little Creek Bridges - Replacement by box culvert is in preliminary design stages pending HPA. Construction is anticipated for July 2010.

Airport Utilities Infrastructure - Design work is under way by USKH on consultant designed project, with construction anticipated for summer of 2010.

Red Bridge Road - This project is in the Fast Track design phase for construction by county forces in March, 2010, to replace a culvert crossing damaged by the January 2009 Flood Event.
