INVITATION TO BID

 

NOTICE IS HEREBY GIVEN that sealed bids will be received and publicly opened and read by the Kittitas County Department of Public Works, 411 North Ruby, Suite 1, Ellensburg, Washington at 10:00 a.m., Thursday, October 27, 2011, at the Department of Public Works, for the following:

 

BOWERS FIELD AIRPORT AND INDUSTRIAL PARK

 

Bid proposals submitted by mail shall be addressed to:

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should successful bidder fail to enter into the contract within the time stated, the bid proposal shall be forfeited to Kittitas County.

 

Before a contract will be awarded for the Work contemplated herein, the County will conduct such investigation as is necessary to determine the performance record and ability of the apparent low Bidder to perform the size and type of work specified under this contract. To demonstrate qualifications to perform the Work, each Bidder must be prepared to submit 2 working days after Bid opening and upon the County's written request evidence, such as financial data, previous experience, present commitments, and other such data as may be called for in the Contract Provisions.

 

The Kittitas County Department of Public Works in accordance with Title VI of the Civil Rights Act of 1964, 78 State. 252, 42 U.S.C. 2000d to 2000-4 and Title 49, Code of Federal Regulations, Department of Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.

 

The improvement for which bids will be received is described below:

 

Base Bid - Schedule A:  This schedule consists of furnishing and placement of 750 CY CSTC; 2,100 TN Commercial HMA; and 280 SY of pavement removal with gravel restoration. This work includes clearing and grubbing, excavation, backfill, compaction, utility structures adjustments and appurtenances, and other items associated with this project.

Contract documents are available from the County for a non-refundable purchase of $25, plus $2.69 for shipping. Complete bidding documents for this project are also available in electronic form and can be viewed online and downloaded at no charge from www.aeplans.com. If software/website technical assistance is needed, please call toll free (888) 320-3032. Plan holders are responsible for their own reproduction costs. Downloaded files may be printed on the plan holder's equipment. Plan holders may also order and obtain hard copies from this website through a plan center and/or a reprographic firm in your area for a fee.

 

Bid Addenda to the project will be posted on the website. Bidders must register through the County or web site to be notified of addenda. The bidder is responsible for periodically checking the site.

 

All bidders are strongly encouraged to attend the Pre-Bid Meeting scheduled for 10:00 a.m., Monday, October 24, 2011, at the Kittitas County Public Works Department, located at 411 North Ruby, Suite 1.  A tour of the project site will follow the meeting.

 

Bid must be submitted on the prescribed Bid Form and accompanied by a Bid Security in the form of cash, a certified or cashier's check or surety bond in the amount as prescribed in the Instructions to Bidders, payable to Kittitas County.

 

Kittitas County reserves the right to waive any informality, minor defects, or non-material irregularities in the bids received. Kittitas County also reserves the right to reject any or all bids and to accept the bid that is most advantageous to the County.

All bids shall be in writing, shall be filed with the clerk, shall be opened and read in public at the time and place named therefor in the advertisements, and after being opened, shall be filed for public inspection. No bid may be considered for public work unless it is accompanied by a bid deposit in the form of a surety bond, postal money order, cash, cashier's check, or certified check in an amount equal to five percent of the amount of the bid proposed. The contract for the public work shall be awarded to the lowest responsible bidder. Any or all bids may be rejected for good cause and Kittitas County reserves the right to re-advertise if necessary. All bid submittals shall become the property of Kittitas County.

The county legislative authority shall require from the successful bidder for such public work a contractor's bond in the amount and with the conditions imposed by law. If the bidder to whom the contract is awarded fails to enter into the contract and furnish the contractor's bond as required within ten days after notice of the award, exclusive of the day of notice, the amount of the bid deposit shall be forfeited to the county and the contract awarded to the next lowest and best bidder. A low bidder who claims error and fails to enter into a contract is prohibited from bidding on the same project if a second or subsequent call for bids is made for the project. The bid deposit of all unsuccessful bidders shall be returned after the contract is awarded and the required contractor's bond given by the successful bidder is accepted by the county legislative authority.
