BIDS DUE                                  Sealed Bids will be received up to 2:00 PM, Thursday, May 19, 2011 at the County Commissioners office at 205 West 5th Avenue Suite 108, Ellensburg, WA 98926.  Public Bid Opening will commence at 2:05 PM in Room 109.

 

                                                    Each bid and other enclosures shall be enclosed in an opaque, sealed envelope, bearing the name and address of the Bidder and addressed to Kittitas County.  Please mark lower left corner of the envelope "Bid – Kittitas County Jail Expansion".

 

PROJECT DESRIPTION          The project entails an approximate 12,000 sq.ft , 118 bed, combination one and  two story addition to the existing Kittitas County Public Safety Building, and an approximate 2,000 sq.ft interior remodel of the existing jail. The addition is a Type I-3 occupancy, and construction is Type II-B. Civil, landscape, architectural, detention equipment, structural, mechanical, electrical, security electronics, and food service work is included in the project. The work will include, but not be limited to, underground utility work, over excavation/backfilling/compaction of native and imported soils, concrete footings and foundations, floor slab on grade, cmu walls, composite steel and concrete floor decking, steel roof decking, rigid foam insulation at the floor, exterior walls, and at the roof, prefinished exterior wall panels, built-up roofing and flashings, interior and exterior doors, interior windows, interior finishes, skylights, stairs, detention furnishings, accessories, mechanical plumbing/HVAC/fire sprinkling, electrical power/lighting/fire alarm/communications/emergency power, security electronics door control/cctv surveillance/intercommunications, additional food service equipment, and finish landscaping. The interior remodel work will be dispersed throughout the existing jail facility. The work will be required to be constructed in seven (7) mandatory consecutive work phases. The architect's estimate of probable cost for Base Bid is between $4.8 - $5.8 Million. The work is to be substantially completed in 365 calendar days from the date of issuance by the Owner of the Notice to Proceed. The project is to be finally complete within 60 calendar days thereafter.

 

                                                    The Project includes the following Alternate Bids:

                                                                        1.         Provide additional space at the 2nd floor to accommo                                           date a 10-bed sleeping dorm, program room, storage,                                          and relocated janitor's room.

                                                                        2.         Provide a new 300 KW emergency power generator                                            and above ground fuel tank system.

                                                                        3.         Provide a rooftop mounted domestic hot water solar                                            pre-heat system.

 

MANDATORY

PRE-BID CONFERENCE         A MANDATORY pre-bid conference will be held at 1:30 PM,  Wednesday, May 4, 2011  at 205 West 5th Avenue Suite 109. A tour of the existing jail facility will follow this conference.  All companies intending to bid as a prime contractor are required to have an employee of the company attend and identify themselves and the company on the project sign-in sheet. Bids submitted by bidders who were not in attendance will be rejected. Each attendee wanting to participate in the existing jail facility tour will be required to undergo a security background check before they will be allowed to enter the jail. Each attendee will be required to provide their driver's license to the corrections officer present who will conduct this background check. The driver's licenses will be returned to all attendees before commencement of the tour.

 

 

BID BOND                                 Accompany each bid with a certified check, cashier's check, or surety company bid bond in an amount not less than 5 percent of the Base Bid.  Make payable to Kittitas County.

PREVAILING WAGES              Pursuant to State Law, no workman, laborer, or mechanic employed in performance of any part of the contract shall be paid less than the "prevailing rate of wage" (in effect as of the date that bids are due) as determined by the Industrial Statistician of the Dept. of Labor and Industries for Kittitas County.  Copies of the prevailing wage rate schedule are available directly from the Dept. of Labor and Industries.

 

PLAN CENTERS                      Bid Documents are made available as follows:  Free of charge access to project bid documents (plans, specifications, addenda, and Bidders List) is provided to General Contractors, Subcontractors, and Vendors by going to www.bxwa.com and clicking on Posted Projects, Public Works, Kittitas County, and Projects Bidding.   Because of the secure nature of this project, a two-step process has been established in order to access the bid documents.  All parties seeking access must first submit a completed Document Security Release Form to Kittitas County for its approval.  Once approved, Kittitas County shall issue a confidential user name and password for use by the approved applicant to gain access to the project bid documents.  This on-line plan room provides Bidders with fully usable online documents with the ability to: download, view, print, order full/partial plan sets from numerous reprographic sources, and a free online digitizer/take-off tool.  It is recommended that Bidders "Register" in order to receive automatic e-mail notification of future addenda and to place themselves on the "Self-Registered Bidders List".  Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project.  Contact Builders Exchange of Washington at (425) 258-1303 should you require assistance with access or registration.

RIGHT TO REJECT                 The Owner reserves the right to reject any and all bids, to waive informalities and irregularities in the bidding, and to accept bids which are considered to be in the best interests of the Owner.

 

RESERVED RIGHTS                The right is reserved by Kittitas County to postpone contract award for the period of sixty (60) days after the bid opening. 

 

WITHDRAW OF BID                 Bidders may not withdraw bids after time set for the Bid Opening,           unless award of Contract is delayed for a period exceeding 60 days.
