At the time and place fixed in the call for bids, such bids as have been submitted shall be publicly opened and read and after being opened, shall be filed for public inspection. All bid submittals shall become the property of Kittitas County.

The County shall proceed to award the contract to the lowest and best bidder but reserves the right to reject any or all bids and re-advertise the project, if in its opinion good cause exists therefor.

A low bidder who claims error and fails to enter into a contract is prohibited from bidding on the same project if a second or subsequent call for bids is made for the project.
