Enforcement of the school zone for the Cle Elum – Roslyn schools on State Route 903 has been problematic.  RCW 46.61.440(2) only permits counties, cities, or towns to establish speed zones on highways.  The school zone for the Cle Elum – Roslyn schools has not been established as outlined in RCW 46.61.440(2).

 

This portion of State Route 903 is in unincorporated Kittitas County.  The County is allowed to create a school speed zone on highways that border a marked school.  It will then be unlawful for a person to operate a vehicle at a speed in excess of twenty miles per hour in this zone.  Speeding infractions within the school speed zone shall be assessed a monetary penalty equal to twice the penalty assessed under RCW 46.63.110.  A school zone safety account will be created using half of the monetary penalties for Washington traffic safety commission projects.

 

                                                            This public hearing will consider establishing a school speed zone on State Route 903 bordering Cle Elum – Roslyn schools.  The proposed school speed zone starts 300 feet west of the school's westerly crosswalk and extends 300 feet east of the school's easterly crosswalk.
