The County commissioners are empowered to set county policy, adopt laws, implement them, and, except for the responsibilities of other elected officials, carry out day-to-day operations of the County.

There are three County Commissioners, elected to serve on four-year terms. Each Commissioner represents a specific district within Kittitas County. Commissioners are nominated for office in a primary election embracing only their particular district. In the general election, however, all voters in a county vote for each County Commissioner position on the ballot.

Responsibilities/duties

  • Adopting, amending and repealing all county ordinances, which are essentially laws of the county.
  • Adopting the county's annual budget and impose the taxes and set the fees that fund it.
  • Operate all departments of the county except those headed by other elected officials, including:
  • County roads and bridges
  • Sewer and water service
  • Implementation of laws relating to land use planning and zoning
  • Building permits and inspections
  • Parks & recreation programs
  • Extension
  • County fair
  • Public health
  • Community Mental Health/Substance Abuse/Developmental Disabilities Programs
  • Solid Waste Department
  • Juvenile detention/Misdemeanant Probation Services
  • E-911 & Emergency Services

County Commissioner Meetings

The Kittitas County Commissioners hold the following regularly scheduled meetings:

Monday

9:00 a.m.
Commissioners Office Administration Meetings: Office Administrative meeting to meet with office staff and review schedule, issues for each week and approve payroll vouchers.

9:40 a.m.
Appointed/Elected Department Heads:
Department Heads weekly meeting with the Commissioners to discuss a variety of issues. Department heads sign up ahead of time for a 10-minute session.

10:30 a.m. (1st and 3rd Monday)
Agenda Study Session:
Commissioners hold an Agenda Study Session to review agenda items for those weeks meeting with the submitting department. View agendas and minutes >

1:30 p.m. (2nd and 4th Monday)
Public Works/Community Development Services study session: Commissioners meet with the Director of Public Works to discuss issues relating to the Public Works department. Immediately following commissioners meet with the Director of CDS to discuss issues relating to the CDS Department.

Tuesday

10:00 a.m. (1st and 3rd Tuesday)
Agenda Session: Regular and special meeting date of the Board of County Commissioners.

10:00 a.m. (2nd and 4th Tuesday)
Human Resource office study session: Commissioners meet with the Human Resource Director to discuss issues relating to county human resources.

11:00 a.m. (4th Tuesday)
Public Health Department study session: Commissioners meet with the Director of Public Health to discuss issues relating to the Public Health department.

Thursday

1:30 p.m. (3rd Thursday)
Finance Officer study session.

The Board will make every effort to be available to county staff and public during regular business hours, while recognizing their schedules and commitments outside the office. Please call and schedule an appointment if you would like to speak to a Board member.

Note: Open public meetings must be scheduled at least 24 hours prior to the appointment time.

Public Participation at Commissioner's Meeting

Public Hearings

The purpose of public hearings is to allow the public to provide input/testimony to the Board of County Commissioners on a particular subject.

Public hearings will be scheduled at 2:00 p.m. and heard in the order in which they are listed on the Agenda, unless otherwise noticed.

Agenda

The purpose of agenda sessions is to allow the public to address the Kittitas County Board of Commissioners on agenda items for Board consideration/adoption to the extent allowed.

Citizens wishing to place an item on the Commissioners' Agenda should plan to submit the information to the Clerk of the Board one-week prior to the Agenda Session date. Agenda items must be turned into the Commissioners' office by 12:00 noon on Wednesday in order to be placed on the Tuesday afternoon agenda session. Any supporting documents must be received no later than 12:00 noon on Thursday. If the documents are not received by Thursday at noon, that item will not be on until the following agenda session. Any exceptions will be at the discretion of the Chairman. The following guidelines will assist in the preparation of the Commissioners agenda. Agenda items should be on 8 ½" X 11" paper, if possible.

Audience Comments – Procedure for Participation

When recognized:

  • State your name, address and whether you are representing only yourself or others. All remarks/comments should be addressed to the Board as a body and not to any specific member. Questions should be addressed to the Chairman.
  • Please limit your comments on public comment items to five (5) minutes if you’re representing others, three (3) minutes if you’re representing yourself, and one (1) minute on motions before the Board.
  • Submit all written comments to the Clerk of the Board.
