Mandy Weed, clerk, 509-962-7047 The Board of Adjustment is a Citizen's Body which hears applications for variances, conditional use permits and other QUASI-JUDICIAL matters assigned to it by the legislative body. They may also serve as an appeals body for the zoning adjuster and for other administrative decisions. The Board of Adjustment meets on the 2nd Wednesday each month at 7 p.m. in the Commissioners Auditorium, Courthouse. Additional meetings are scheduled as necessary. Kirk Holmes, Public Works Director, 962-7523 The ten-member committee appointed by the Board of County Commissioners meets each month to discuss their views and recommendations to the Director of Public Works as to future development at the County Airport at Bowers Field. The Airport committee meets on the second Tuesday of each month at 7:00 p.m. at Mid-state Aviation. Additional meetings are scheduled as necessary. The Alcohol/Substance Abuse Program Board advises the Board of County Commissioners on the state of the county's chemical dependency and substance abuse treatment and prevention programs. Building & Fire Safety Board of AppealsIndefinite terms
The Building & Fire Safety Board of Appeals members shall be qualified by experience and training to pass on matters pertaining to building construction and who are not employees of the jurisdiction. The building official shall be an ex-officio member of and shall act as secretary to the board but shall have no vote on any matter before the Board. The Board of Appeals shall be appointed by the governing body and shall hold office at its pleasure. The Board shall render all decisions and findings in writing to the appellant with a duplicated copy to the building official. The Board of Appeals shall have no authority to interpretation of the administrative provisions of the adopted codes, nor shall the Board be empowered to waive requirements of adopted codes. Human Resource, 962-7084 The Civil Service Commission was established by the State of Washington under Title 41 of the RCW. The Commission is to carry out as delegated the provisions of this chapter and to make rules and regulations that are in compliance with its implied interpretation. These rules and regulations govern examinations, records, maintenance, promotions, appointments, reallocations, demotions, transfers, reinstatements, suspensions and discharges of personnel under its auspices. Also investigations related to the enforcement of the affected provisions are authorized, including such means as the use of hearings, oaths, subpoenas and production of evidence. Members must be USA citizens and reside in the county for at least two years prior to appointment. Meetings are once a month in the Commissioners Auditorium, Courthouse. Kim Nuffer, clerk 962-7025 The Disability Board is created under RCW 41.26.110 and such boards shall have authority to act upon and approve or disapprove claims for disability by fire fighters or law enforcement officers as provided under the Washington law enforcement officers' and fire fighters' retirement system act. All members under this subsection shall serve for two-year terms. The disability boards authorized for establishment by this section shall perform all functions, exercise all powers, and make all such determinations as specified in RCW 41.26.110. Catherine Dunn, 509-962-7508 The County legislative authority is authorized under RCW 84.40.030 to form a board for the equalization of the assessment of the property of the county. The Board of Equalization shall meet in open session for this purpose annually on the 15th day of July and, having each taken an oath fairly and impartially to perform their duties as members of such board, they shall examine and compare the returns of the assessment of the property of the county and proceed to equalize the same, so that each tract or lot of real property and each article or class of personal property shall be entered on the assessment list at its true and fair value, according to the measure of value used by the county assessor in such assessment year, which is presumed to be correct pursuant to RCW 84.40.030. The board may review all claims for either real or personal property tax exemption as determined by the county assessor, and shall consider any taxpayer appeals from the decision of the assessor thereon to determine (1) if the taxpayer is entitled to an exemption, and (2) if so, the amount thereof. The Washington State Department of Revenue shall make such rules consistent with RCW 84.48 as shall be necessary or desirable to permit its effective administration. The Kittitas County Fair is the pinnacle of the year and each director significantly contributes to the success of the event. There are normally two meetings a month for regular Fair business. Public Health Director, 962-7029 The mission of the Kittitas County Board of Health is 'to protect and promote the health and the environment of the people of Kittitas County.' Each local Board of Health shall have supervision over all matters pertaining to the preservation of the life and health of the people within its jurisdiction. The Board shall also provide for the control and prevention of any dangerous, contagious or infectious disease within the jurisdiction of the local health department, and provide for the prevention, control and abatement of nuisances detrimental to the public health. The Board will supervise the maintenance of all health and sanitary measures for the protection of the public health within its jurisdiction. The Board must also make such reports to the state board of health through the local health officer or the administrative officer as the state board of health may require, and establish fee schedules for issuing or renewing licenses or permits or for such other services as are authorized by the law and the rules of the state board of health, provided that such fees for services shall not exceed the actual cost of providing any such services. The Board is further responsible for the enforcement through the local health officer or the administrative officer of the public health statutes of the state and rules promulgated by the state board of health and the secretary of health. Horticulture Pest & DiseaseFour members
Tipton Hudson, Extension Agent, 962-7507 The purpose of the Horticultural Pest & Disease Board is to more effectively control and prevent the spread of horticultural pests and diseases. Of the four members appointed by the Board of County Commissioners, one of such members shall have at least a practical knowledge of horticultural pests and diseases, and the other members shall be residents of the county, shall own land within the county and shall be engaged in the primary and commercial production of a horticultural product or products. A Representative from the Washington State Department of Agriculture serves as an advisor to the Board. Meetings are scheduled as deemed necessary. Housing Authority Board

Kittitas County Library Advisory BoardSeven members
The Kittitas County Regional Library Board was established by the Commissioners in 1996 to advise them on public library services in rural Kittitas County. Membership of the Board is made up of the library manager of the four city libraries, an at-large member appointed by Commissioners, and a representative from both Thorp and Easton School Districts, which permit general community use of their school libraries. The Board collaborates on library service projects of mutual benefit, reports annually to the Commissioners, and requests County support for public library service through the County budget process. The Board also has the Jeremy Williams Library Trust Fund, with interest currently being used to purchase a children's book for one member libraries for the benefit of all and to support a local political process to achieve free access to public library service for all County residents. Mental Health Development Disabilities BoardFifteen members

509-925-6688 for The Kittitas County MH/DD Board is committed to supporting opportunities for each Kittitas County citizen with developmental disabilities or mental illness to realize his/her personal goals as full participants in the community. This Board makes recommendations to the Kittitas County Board of Commissioners. The MH/DD Board meets once a month. Noxious Weed Control BoardFive members
Todd Davis, Coordinator, 962-7007 The purpose of the Noxious Weed Control Board is to protect and preserve the agricultural lands and natural resources of the county from the degrading impact of exotic and invasive noxious weeds. The Board believes the prevention of noxious weed infestations is the best approach both economically and environmentally. To realize this goal, a comprehensive prevention and early intervention program will be advocated. By promoting communication with landowners, a cooperative and coordinated effort in the management of noxious weeds can be realized. The Board believes that voluntary compliance can be achieved by enhancing public awareness through educational efforts. In event that voluntary compliance is not achieved, the Board shall enforce control pursuant to RCW 17.04 and RCW 17.10. The County Noxious Weed Control Board works cooperatively with the five County Weed Districts through interlocal agreements. Open Space Advisory CommitteeFive members
Marsha Weyand, Assessor, 962-7501, Contact Person The county legislative authority shall appoint a five-member advisory committee representing the active farming community to advise the assessor in implementing assessment guidelines as established by the department for farm and agricultural land unless the county legislative authority finds insufficient interest by the farming community in the formation of the committee. The advisory committee shall not give advice regarding the valuation or assessment of specific parcels of land. However, it may supply the assessor with advice on typical crops, land quality, and net cash rental assessments to assist in determining appropriate values. Solid Waste Advisory CommitteeEleven members, indefinite terms
Patti Johnson, Coordinator, 962-7070 The Solid Waste Advisory Committee is a committee established to assist in the development of programs and policies concerning solid waste handling and disposal and to review and comment upon proposed rules, policies, or ordinances prior to their adoption. The committee shall represent a balance of interests including, but not limited to, citizens, public interest groups, business, the waste management industry, and local elected public officials. Meetings are held twice a year at 6:30pm (unless advised otherwise) at Kittitas County Solid Waste, 925 Industrial Way Ellensburg WA 98926 or in Upper County at the Ranger Station. Kelly Bostick-Bacon, Clerk 962-7673 The purpose of a television reception improvement district shall be to serve the public interest, convenience, and necessity in the construction, maintenance, and operation of television and FM radio translator stations, including appropriate electric or electronic devices for increasing television program distribution, but are not meant to include the construction or operation of television cable systems. Water Conservancy BoardFour members
Chery Varnum, Clerk of the Board, 509-899-5707 A water conservancy board constitutes a public body corporate and politic and a separate unit of local government in the state. The board may sit in decision of the transfer of water rights, subject to the approval of the department of ecology. The board may establish a water right transfer information exchange through which all or part of a water right may be listed for sale or lease. The board may also accept and post notices in the exchange from persons interested in acquiring or leasing water rights from willing sellers. The board reviews applications for formal acceptance, prepares draft records of decision, and should consider other technical or legal factors affecting the board's development of a final record of decision. A board may request and accept additional technical assistance and support from the governments of the county in which it operates. The jurisdiction of a board shall not apply within the boundaries of a federal Indian reservation or to lands held in trust for an Indian band, tribe, or nation by the federal government. The board is an independently funded entity, and may accept grants and adopt fees for processing applications for transfers of water rights to fund the activities of the board. The board meets when necessary to review applications. |
